Pelmeni come from the Ural and Siberian traditions of Russia, and the smaller they are, the more prized they traditionally were, since tiny ones take patience to fold by hand. Pork and beef is the classic filling. Served the old way, with just butter, herbs, and a spoon of sour cream, they need nothing else.
